Security Systems Integrator (SSI) for this 352-bed, 100,000 gsf adult detention facility with 256 minimum-security beds in direct supervision dorms and 96 beds in single- and double-bunked indirect supervision medium-security cells. Project includes central food service and booking functions, laundry, program rooms, video arraignment, video visitation, administrative and IT/ telecom/ maintenance support functions.

The “ARC” concept includes central booking for the County,
72-hour holding, risk and needs assessment, pre-trial screening, classification, release and reentry, probation services, and program areas which can also be utilized for on-site court functions.

SSI scope includes nine (9) networked touchscreen workstations: two Central Control touchscreen stations on electrically adjustable consoles, two housing control touchscreen stations on electrically adjustable consoles, four dormitory control stations on fixed casework consoles, and one movement control station. Besides touchscreen controls, scope includes live and recorded CCTV video surveillance, intercom, paging, duress alarm, and CATV distribution. Scope also includes video arraignment and video visiting systems.

Prime design/build contractor for this phased $2.0-million remodel and upgrade of Central Control and housing control stations within this 2,432-bed, high-rise adult jail.

Control Center Ergonomics. Central Control’s three ergonomic workstations provide separately adjust height for both Touch Array™ and monitor array – for any size operator standing or sitting. The monitor array and Touch Array™ are kept within the limits of comfortable view and reach. With multiple pointing devices (touch or mouse) and choice of sitting or standing, operators may vary position to relieve strain.

Efficiency and Safety Improvements. Touchscreen design and Control Stack™ feature allow Central Control’s three positions to split duties by area (split mode) or respond to events on a first-come, first-served basis (shared mode). The Control Stack™ integrates intercoms and CCTV cameras with door & elevator controls, and retains unsecure doors for closure.

Each position’s Touch Array™ of three (3) monitors allow simultaneous vertical and horizontal control, plus alarm monitoring, without moving to different maps.  Cutover. Central Control was divided in half and “hot cutover” by keeping one side operational while the other was remodeled. No sallyport or elevator was inoperable for more than 1 hour. The remaining 14 housing units, as well as courts holding, medical, and booking were cutover on a “cold” basis. Each housing unit was down for approximately one week.   CCTV Surveillance and Recording. CCTV recording was upgraded and expanded to store one-year (32-Terabyte) worth of video from all 64 booking loop cameras. Recording was also added to visiting conversations at 80 visitation booths. Both video and audio servers were integrated onto County LAN for networked monitoring and retrieval on client PCs.   Scope & Delivery Clarifications. Project spanned three phases: 1) an “Emergency Action Plan” to begin replacement of failing 20-year-old PLCs as well as design of full system replacement; 2) digital video and audio recording systems, and 3) total project delivery of replacement for the jail’s PLC and touchscreen system.

Either can fully take over for the other. The Control Stack™ integrates intercoms and CCTV cameras together with door and

elevator controls, and retains unsecure doors for closure and display on the Recall Monitor™. Each position’s Touch Array™ of three (3) monitors allow simultaneous vertical and horizontal control, plus alarm monitoring, without moving to different maps.

Cutover. Relocating Central Control allowed the new and old control rooms to operate in parallel during the “hot cutover” between systems. No sallyport or elevator was inoperable for more than 4 hours at a time.

CCTV Surveillance and Recording. Jail CCTV coverage was upgraded and expanded. New cameras cover the housing dayrooms and former “blind” spots in the kitchen. Key cameras are recorded and available for review or downloaded to disk for investigation or court.

Scope & Delivery Clarifications. JSC also upgraded controls for the fire protection deluge system and its fire alarm interface, including deluge valve replacements. JSC also led an A/E team for a separate public works contract to remodel and relocate Central Control and surrounding spaces – all within a fixed budget of $1.7 million. Project was performed under joint venture agreement with a competitor.

Prime contractor for replacement and upgrade of the Central Control room and housing units within this 430-bed adult detention facility first opened in 1977.  Control Center Ergonomics. Central Control’s two ergonomic workstations provide an adjustable height worksurface / touchscreen / monitor array to vary operator height and allow sitting or standing.  Efficiency & Safety Improvements. Call queues and alarm queues allow the two positions in Central Control to respond to events on a FIFO basis or to take over for one another (shared mode). Each station provides a single touchscreen and dual quad video monitors. Operators may select “Next” event or pick more recent events from each queue. Central Control is also backed up by a secondary position in “Mini-Control” that also oversees and backs up the housing stations. The touchscreens at each of eight (8) housing unit stations control individual cells and dayrooms. Maps, cameras, and intercoms all follow queue selections.

Cutover. Downtime was kept to a minimum through an elaborate “hot cutover” procedure. Each housing staff station was converted to the new system first on a sequential basis, followed by activating “Mini-Control” as temporary Central Control during remodeling. Consoles, floors, ceilings, and lighting were demolished and redone within Central Control. New consoles were installed and made operational. Then control was switched back to the new system.  CCTV Surveillance and Recording. The all-digital 64-camera system uses encoders, network video recorders (NVRs), and “virtual matrix” switchers to switch, display, and process both live and recorded video as one seamless system. Central Control provides two “virtual matrix” control monitors switched by the touchscreens, two “virtual matrix” salvo/tour monitors, and one video review station providing video for alarms and motion events.   Scope & Delivery Clarifications. Scope included the integration and installation of the operator interface and consoles, security controls and alarms, intercom and paging, video surveillance and recording, elevator controls, lighting controls, and various miscellaneous alarms.

The monitor array and touchscreen are kept within the limits of comfortable view and reach – standing or sitting. Multiple pointing devices (touch or mouse) also help relieve strain.  Efficiency & Safety Improvements. Call queues and alarm queues allow the two Central Control positions to take events on a FIFO basis or take over each other (shared mode). Each station provides a single touchscreen and dual quad video monitors, plus video review monitor. Operators may select “Next” event or pick more recent events from each queue. A Door Parameters utility allows administrators to change door names, cameras called up by a door, and other parameters on a per door basis.

Cutover. Central Control downtime was minimized through a “hot cutover” procedure that kept the existing consoles running while the new consoles were made operational. Electronics room equipment was “floated” in front of the old operational equipment until it was non-operational and could be removed. New flooring was installed after demolition of the old consoles prior to moving the new consoles into permanent positions.  CCTV Surveillance and Recording. All 78 cameras are recorded on 7.5 fps, 4CIF DVRs along with associated intercoms acting as microphones. Thus, an audio-video record is kept of all events, as well as a log recording of each console position. All four quad monitors are under switched control by the touchscreens. Two video review stations provide alarm video/audio, motion events, and live viewing.  Scope & Delivery Clarifications. Scope included the integration and installation of the operator interface and consoles, security controls and alarms, intercom and paging, video surveillance and recording, lighting controls, and various miscellaneous alarms

The Touch Array™ of two (2) monitors at Central Control allows simultaneous vertical and horizontal control without moving to different maps. The primary position is backed up by a secondary position that also doubles as a maintenance workstation. Each of the four housing unit control rooms have touch-panel computers which also transfer / takeover to Central Control.

Audio alarms that trigger on noisy disturbances enhance officer safety (Harding DXL function).  Cutover. Central Control was “hot cutover” by keeping the old console in operation while the other was temporarily installed. The old console was removed after cutover and the new moved into its proper place. No sallyport or elevator was inoperable for more than 1 hour at a time. The four housing units were cutover on a “cold” basis with inmates present.  CCTV Surveillance and Recording. In order to integrate CCTV with door controls and alarms, a matrix switcher was added under host control from the Touch Array™ and camera callups were implemented (cameras were not switched before the upgrade).  Scope & Delivery Clarifications. Scope included the integration and installation of the operator interface and consoles, security controls and alarms, intercom, paging and ambient alarms, video surveillance CCTV, elevator controls, lighting controls, revised power distribution, and signal grounding system.

Security electronics subcontractor on this $21-million, 60-bed, three-story juvenile facility with 20-bed shell for expansion and tunnel connection to jail and justice center.  Control Center Ergonomics. The consoles were not JSC’s design and are basic, flat-counter millwork.

Efficiency and Safety Improvements.
Integrated security systems include 2-touchscreen, 4-graphic-panel PLC-based locking controls integrated with CCTV, intercom, duress alarms, scramble-pad alarms, and intrusion alarms. Central Control’s primary position is backed up by a secondary position that also doubles as a maintenance workstation. Each station provides a single touchscreen and dual quad video monitors. Call queues and alarm queues allow the two positions to respond to events on a first-come, first-served basis or for the backup to takeover (shared mode). Operators may select “Next” event or pick more recent events from each queue.

Maps, cameras, and intercoms all follow queue selections. Card readers at detention doors are group enabled/ disabled from Central Control. Entry of a duress code into card reader scramble pads creates a duress alarm to Central Control.  CCTV Surveillance and Recording. 128 cameras provide coverage of all movement doors and circulation spaces, including low-light hardened cameras in each juvenile sleeping room. All cameras are recorded on eight DVRs with 60-day storage capacity at 3.8 fps, 2CIF. Supervisors have IP video on client workstations in their offices, with ability to burn events onto DVD. Control center CCTV switching integrates with door controls and alarms, as well as direct callups from touchscreen camera icons.  Scope & Delivery Clarifications. Project spanned three phases: 1) new facility construction; 2) Stage 1 CCTV upgrade; and 3) Stage 2 CCTV upgrade. JSC acted as subcontractor on first phase and prime contractor on subsequent phases. Besides security, original scope also included fire alarm, structured voice/data cabling, fiber optic site distribution, courtroom sound systems, and cable television.

Security Systems Integrator (SSI) for security electronics on this 350-bed single-story, medium- /maximum-security adult detention facility. SSI scope included door, lighting, water, and power controls; intercom and paging; CCTV video surveillance with digital video recording.

The head-end uses a SecurePlex system to control 146 doors (83 cell and 63 movement in an assortment of sliding doors, motorized doors, gate controllers, and solenoid operated locks), to provide integrated intercoms and paging, and to integrate with the CCTV system. The SecurePlex system also controls domestic water, lighting, and outlet power in the cells.

The system uses one Central Control Panel located in the Central Control Room to control the entire facility, supplemented by three satellite control panels that control Intake, Medical, and the Public Lobby. Central Control has the ability to override and seize control of the satellite panels. There is also a back-up touchscreen located in the superintendent’s office that can takeover the entire facility in the event of an emergency.

Although not the systems integrator, JSC both designed and managed this very successful Control Center retrofit of this 1,697-bed high-rise adult detention center’s worn and obsolete 17-year-old, $6-million security systems.  Efficiency and Safety Improvements. System design and Control Stack™ feature allow Central Control’s three positions to split duties by area (split mode) or respond to events on a first-come, first-served basis (shared mode). Either can fully take over for the other – as well as takeover any of the eight floor control positions. Each position’s Touch Array™ of three (3) monitors allow simultaneous vertical and horizontal control, plus alarm monitoring, without moving to different maps. Operators can choose between map-based screens and linear screens that concentrate high-use icons. Floor controls can each takeover wing hard panels onto their touchscreen, as well as operator’s choice of hard panel or touchscreen.

Control Center Ergonomics. Central Control’s three ergonomic workstations all have sightlines to a common large-screen, monitor array, in addition to individual monitor arrays. The two primary operator positions share a central radio base and fire alarm monitoring. The third supervisor / training position oversees the two primaries. Although not height adjustable, the monitor array and Touch Array™ are kept within the limits of comfortable view and reach, and multiple pointing devices (touch or mouse) allow operators to vary position. Cutover. “Hot cutover” planning and preparation kept Central Control operational throughout replacement process. Housing floor cutovers were “cold”, as were booking and medical remodels. Scope & Delivery Clarifications. Scope included Central Control remodel and upgrade, security systems replacement, booking remodel, jail health remodel, elevator modernization, and courthouse security integration. Systems include 10-touchscreen and 30-graphic panel operator interfaces, PLC-based security controls, CCTV, intercoms, paging, security alarms, elevator controls, and modular control dispatch consoles.

As Engineer and Specialty CM, JSC pioneered engineer-developed software on this 1,000-bed expansion to an existing 800-bed jail and implemented the Touch Array™, Control Stack™, and Recall Monitor™ for the first time, together with custom ergonomic consoles.  Efficiency & Safety Improvements. System design and Control Stack™ feature allow Central Control’s two positions to split duties by area (split mode) or respond on a FIFO basis (shared mode), and /or take over. Each position’s Touch Array™ of three (3) monitors allow vertical and horizontal control without moving to different maps. Ultrasonic body alarms are assessed by audio listen-in/talk-back and camera callup to the alarm site. Audio alarms trigger on noisy disturbances.  Control Center Ergonomics. JSC prepared alternative layout studies and draft console layouts leading to 3D models and mockups. Workshops were held to gain “buy-in” and alterations to the

models and mockups then incorporated into final consoles. Consoles employ Corian worksurfaces for extreme durability.  Cutover. Housing units were sequentially cutover on a “cold” basis with units occupied, but non-operational (keys). New Central Control was made operational and networked/ linked with old Central Control. Functions were incrementally cutover on a “hot” basis from old to new. After cutover, old Central Control was remodeled into a security electronics room.  Scope & Delivery Clarifications. Scope included 11 housing touch-panels, Central Control Touch Array™, CCTV, intercoms, personal alarms, security alarms, fire alarms, and elevator controls. Besides design/CM, JSC provided the software and control consoles. Separate contractors expanded and remodeled the facility, and supplied / installed systems hardware within a $35-million GC/CM contract. Although engineer-developed software is common on some types of projects, late and adversarial performance by the contractors created claims exposure to the Engineer and Owner. Claims were settled in mediation. Based on “lessons learned”, JSC recommends against splitting responsibility in this manner.
