Justice Systems Corporation (JSC) is a design-build integrator of unified electronic security systems (video surveillance, access controls, and alarms) combined with high-security PLC-based controls. We predominantly provide electronic security systems and controls for justice and public safety facilities, but we also serve all government facilities. Currently we operate in the states of Washington, Oregon, California, Idaho, Hawaii, and Nevada.
Established in February 1994, we began as consulting engineers and construction managers, helping justice facilities (jails, prisons, courts, etc.) translate their operational needs into state-of-the-art security and technology systems. We added fabrication, delivery, and installation of these same systems in 2000. In 2006, we added our service department and began providing contract maintenance service.
Today, we offer design-build integration, competitive-bid integration, and follow-on maintenance and service. With our engineering experience, we lead in design-build and readily assist clients by creating designs and budgets around their needs. We have successfully performed as the prime contractor for most of our systems upgrade projects.

Our Qualifications
At Justice Systems, for most of our 29 years we’ve been licensed, low-voltage electrical contractors, general contractors, and professional engineers in most states where we operate. We’ve been NECA/IBEW (union) contractors employing licensed union electricians for just as long.
We also have a bonding capacity of $10 million and carry liability insurance that exceeds most agencies’ required minimums, including professional liability insurance for our designs.
Moreover, our banking, bonding, and insurance relationships date at least a decade. In fact, many of our vendor relationships extend 20 years. You can trust in the strength and stability of these qualifications.
Our Achievements
- Our 120 projects and $50 million total systems value only includes the contract value of projects performed. Justice Systems has planned and/or designed at least five times these numbers in proposed projects and design services provided.
- Justice Systems has successfully designed and built 70 security retrofit projects with a total construction value of $15 million. 90% of our design-build projects are retrofits and major/minor security upgrades, where we also serve as prime contractor. These include general government buildings, courts, jails, juvenile facilities, secure mental health facilities, and prisons.
- We have also designed and built six new construction projects with a total value over $6 million, including the award-winning $186-million King County Children and Family Justice Center. The project received the 2020 Merit Award in the Federal/State/County/Municipal category from the Design-Build Institute of America (DBIA).
- Justice Systems has successfully integrated (built designs by others) 40 projects totaling $29 million. Approximately half are retrofits on which we typically served as general (prime) contractor, while the other half were new construction with Justice Systems serving as the electronic security integrator.
- We have provided follow-on service and support for approximately 70% of the facilities we build or upgrade — some $7 million in maintenance services. Some of those relationships span 15 years of continuous service.
Hire Our Well-Rounded and Experienced Team
Our current team has successfully completed five system upgrades within the last two years. These project involved “hot” cutovers to minimize system downtime, difficult field investigations of existing conditions, and integrating or unifying multiple subsystems. The team you hire from Justice Systems includes:
- Full-time and on-call, certified technicians for timely service response. Our service team is factory-trained in most of the primary systems (access controls, video surveillance, and intercom/paging).
- Licensed, IBEW forepersons and journeypersons trained in fundamentals and experienced in installation. Our installers are factory-trained in many of our systems as well.
- An exclusive high-security controls partner for HMI and PLC with which we have collaborated for 20 years. When projects require, we also supplement our skills and licenses with other outstanding subcontractors and sub-consultants.
- Experienced project managers with over 20 years in the design-build of detention controls and security systems for high-security government facilities.
- Licensed professional engineering services.
- Computer-aided drafting (CAD) designers and building information (BIM) modelers, which can include control center spatial and ergonomic studies and other feasibility designs.
